What is the background of the EU measures against Google Shopping?

In Google and Shopping Search, Shopping ads placed by merchants via Google Ads are prominently featured. Google has “placed its own price comparison service at the top of its search results and downgraded competitors’ comparison services,” says EU Commissioner Margrethe Vestager.

The way Google Shopping results have been displayed so far, hits with competitor product comparisons are displayed further down, where they are less likely to be clicked on, Vestager said. In the view of the EU Commission and some price search engines, this represents an unlawful preference for their own service.

Citing abuse of its dominant position, the EU Commission imposed a competition fine of €2.42 billion on Google in summer 2017.

Google had abused its dominant position as a search engine operator by giving an unlawful advantage to another Google product – its price comparison service. Google had to stop this behavior within 90 days. Otherwise, it would have to pay fines of up to five percent of the average daily worldwide turnover of its parent company Alphabet.

EU Commissioner for Competition Policy Margrethe Vestager said: “Google has developed many innovative products and services that have changed our lives. That’s a good thing. But Google’s strategy for its price comparison service was not just to win customers by offering a better product than its competitors. Rather, Google has abused its dominant position as a search engine operator by placing its own price comparison service at the top of its search results and downgrading competitors’ comparison services.

Google’s behavior is illegal under EU antitrust rules. Google has taken away the ability of other companies to compete on merit. Most importantly, it has prevented European consumers from truly choosing between services and taking full advantage of innovation.”
