- Campaigns in ChatGPT Ads can be optimized for a conversion goal. Billing remains per click or per impression, never per conversion.
- Daily budgets apply as an average over a week: up to twice the amount can be spent on one day, and at most seven times the amount over the week.
- New measurement features such as automatic matching of hashed customer data and connections to app measurement partners make results easier to attribute.
- Since the end of August 2026, companies in Germany have been able to book ChatGPT Ads themselves via Ads Manager.
OpenAI is expanding ChatGPT Ads into a full-fledged advertising platform. Over the course of 2026, features for bidding on conversions, better measurement, a new budget model and tools for bulk editing of campaigns have been added.
The platform is thus approaching the feature set of established ad networks, especially in conversion optimization and automation. In this article, we show what features there are, how they work and what they mean for your campaigns.
With the new features, you steer ChatGPT Ads toward business results
The new features at a glance:
- Conversion-optimized campaigns: With the campaign objective “Conversions”, ChatGPT Ads optimizes delivery for a selected event such as purchase, registration or lead. Billing is per valid click (oCPC) or now also per impression. Exactly one standard event applies per campaign; custom events are not yet supported for this.
- Average daily budgets: The daily budget is the average amount per day over a week. On individual days, the campaign can spend up to twice as much, and over the week at most seven times the daily budget. The budget week runs from Sunday to Saturday in the ad account's time zone.
- Budget pacing: Daily budgets are spent more evenly over the day.
- Geographic exclusions: Locations can be specifically excluded from targeting. Product feed campaigns support targeting and exclusions at country level.
- Measurement for apps: Via measurement partners such as Adjust and AppsFlyer, and now also Airbridge, Branch, Kochava, Singular and Tenjin, app installs and in-app events from ChatGPT Ads campaigns can be measured.
- Automatic matching of customer data: The OpenAI pixel detects customer data in forms, converts it into hash values while still in the browser and thus attributes conversions to an ad even when the click ID is missing. As with any pixel: data only flows with the necessary consent.
- Bulk editing: Campaigns, ad groups and ads can be created and changed in large numbers via bulk upload in Ads Manager.
- Revised product ads: Ads from product feeds show product image, title, star rating, price and sale price directly in the ad.
Conversion bidding needs clean measurement and the right goal
The most important new feature is optimization for conversions. The prerequisite is working conversion measurement via the OpenAI pixel, the Conversions API or both. Without reliable data, the system optimizes for the wrong signals. For us, the rule here is therefore the same: measure first, then advertise.
You should know three points before you start:
- You never pay per conversion. The bid cap is the maximum amount you bid for a conversion. It is neither the price per conversion nor a guaranteed value for the cost per acquisition. What you actually pay is decided by the auction.
- Objective, billing and event cannot be changed afterwards. If you want to switch, duplicate the campaign or create a new one.
- Billing per impression extends the optimization. According to OpenAI, it also includes conversions after an ad view without a click. We evaluate these conversions separately because their contribution to revenue is harder to prove.
Choose as your goal the event that comes closest to your profit. Optimizing for registrations or page views delivers nice numbers, but rarely margin. We show how we set up conversion tracking in our guide to conversion tracking in Google Ads. The principles apply to ChatGPT Ads in exactly the same way.
The new budget rules require weekly management
With the average model, a campaign can spend significantly more on one day than the set daily budget. A calculation example: with a daily budget of €100, up to €200 is possible on one day, while the week stays at a maximum of €700.
For budget planning, this means: manage ChatGPT Ads by weekly and monthly values, not by individual days. If you change the daily budget in the middle of the week, Ads Manager recalculates the weekly limit proportionally.
For advertisers in Germany, ChatGPT Ads has been bookable since August 2026
OpenAI has been testing ads in ChatGPT in the US since February 2026. At the end of August 2026, 31 European markets were added, including Germany and Austria. Since August 31, 2026, self-service booking via Ads Manager has been enabled in these markets.
Only users on the Free and Go plans see ads. In Europe, ads are initially not personalized; selection is based on the context of the current conversation. We describe what this means for your planning in our guide to ChatGPT Ads and on our page on ChatGPT Ads.
OpenAI is expanding the infrastructure modeled on Google Ads and Meta
The update closes gaps that advertisers have missed so far. Together with measurement for apps, location exclusions and bulk editing, ChatGPT Ads is becoming interesting for large ad budgets too.
OpenAI is relying on solid advertising infrastructure rather than a single spectacular feature. Average daily budgets, matching of hashed customer data and bulk editing are based on the standards of Google Ads and Meta Ads. This significantly lowers the barrier to entry.
Conclusion: ChatGPT Ads is becoming a performance channel that has to earn its budget
With more precise measurement, optimization for conversions and tools for large accounts, ChatGPT Ads is moving from experiment to serious performance channel. There are not yet any reliable benchmarks across many advertisers.
We therefore treat ChatGPT Ads like any other channel: it gets a clearly defined test budget, a conversion goal close to profit, and has to prove itself compared to Google Ads and Meta.
