- Insurers, brokers and agencies offer similar products but differ in selection, brand, advice, closing and customer relationship. This must show in every campaign.
- Insurers steer toward the activated policy and separate brand searches from existing customer requests.
- Brokers win through specialization and measure success by the consultation appointment held, limited by their sales capacity.
- Agencies rely on regional proximity and assess customer value across all policies of a household.
Google Ads for insurance cannot be implemented according to the same scheme for every business model. An insurance company, an independent broker and a regionally active insurance agency do offer similar products. However, they differ significantly in product selection, brand awareness, advice, closing process and customer relationship.
These differences determine the selection of keywords, the messages of the ads, the structure of the landing pages, the appropriate conversion goal, the regional targeting and the assessment of customer value. A campaign must therefore match the advertised insurance and at the same time the actual strengths and limits of the provider model. In this article, we show what this looks like for each of the three models.
Each of the three business models has its own strengths
| Provider | Typical strength | Sensible campaign focus | Possible weak point |
|---|---|---|---|
| Insurance company | Own products, brand and direct closing | Rate calculation and online closing | Generic campaigns can be heavily price-driven |
| Insurance broker | Selection and personal guidance on different options | Specialized advice and qualified inquiries | Time-consuming advice and limited processing capacity |
| Insurance agency | Personal contact person and regional support | Local campaigns and long-term portfolio building | Limited product selection within one insurer |
The positioning should show what the provider actually delivers. An insurance company does not have to present itself like a broker. An agency should not suggest a market-wide comparison if it exclusively brokers products from one insurer. A broker, in turn, should clearly explain what their advice delivers beyond an automated rate comparison.
Insurance companies use their brand and direct closing
Insurance companies often have a broad product portfolio, their own brand and digital closing paths. This allows them to use Google Ads across several stages of the purchase decision. Possible campaign goals are:
- calculating a rate,
- starting an online application,
- closing a policy directly,
- scheduling a consultation appointment,
- converting existing brand awareness into closed policies.
For simpler products, direct closing can be the focus, such as for supplementary dental, travel health or pet health insurance, provided a digital process exists. For advice-intensive products such as private health insurance or disability insurance, even an insurer may initially optimize for qualified advice or a personal quote.
Generic campaigns explain the product first
With brand searches, the user already knows the company. With a generic search such as “supplementary dental insurance comparison” or “private health insurance for civil servants,” this brand preference is still missing. The ad should therefore show beyond the company name:
- which product is offered,
- whom it is intended for,
- what advantage it offers,
- what next step is possible.
A possible ad approach: Calculate private health insurance for civil servants – check benefits and premiums to match your personal situation.
The brand creates trust, but does not replace relevance to the specific search query.
You evaluate brand campaigns separately
Well-known insurers receive many search queries for their name. Behind them are new and existing customers with very different concerns: calculating a rate, closing a policy, opening the customer portal, reporting a claim, finding a phone number, changing or canceling a policy.
Anyone who counts all brand conversions as new customer success overestimates the actual acquisition performance. Insurers should therefore distinguish between:
- brand inquiries with closing intent,
- general product inquiries,
- existing customer service,
- claims and policy questions.
The activated policy is your optimization goal
If a product can be closed completely online, the actual policy closing is the decisive goal; the start of the application is not enough as a measuring point. A possible conversion funnel:
- Rate calculator started
- Calculation completed
- Application started
- Application fully submitted
- Policy activated
The deeper stages say significantly more economically than a calculator start. Different products should also not carry the same conversion value. Travel health insurance has a different economic value than comprehensive private health insurance. How to report values and offline closings back to Google, we describe in our article on conversion tracking.
Each line of insurance gets its own campaign
Even if an insurer offers many lines, car, liability, home contents, health and supplementary insurance do not belong in a single campaign. Each line needs its own budget, its own ads, its own landing pages, suitable conversion goals and its own economic target values. Only then does it remain clear which products can be advertised profitably.
Insurance brokers convince with specialization and guidance
In Google Ads, brokers position themselves mainly through specialization, selection and personal guidance. In doing so, they compete with insurers and with comparison portals.
A general message like “We compare insurance” is usually too weak, because comparison portals also offer extensive rate comparisons and have significantly larger ad budgets. The broker must therefore explain what additional benefit their advice offers:
- specialization in a particular type of insurance,
- experience with a particular occupational group,
- personal guidance on policy terms,
- support with complex requirements,
- assistance during the application,
- long-term support after closing.
Selected lines bring more than the full product range
A broker can broker many types of insurance. For Google Ads, however, it usually makes more sense to focus on selected lines first. Particularly suitable are products with a high need for advice, a clearly defined audience, a sufficiently high policy value, a convincing landing page and demonstrable expertise on the broker’s part. Examples:
- private health insurance for civil servants,
- disability insurance for tradespeople,
- private health insurance for the self-employed,
- building insurance for property owners,
- pet health insurance for certain animal species.
Clear specialization makes keywords, ads and landing pages more relevant.
The advice is described as a concrete service
The word “advice” alone does not convince. The user should recognize what the advice concretely helps with.
For disability insurance, for example: assessing occupational risks, determining the appropriate coverage amount, understanding the terms of different plans, preparing the application in a structured way.
For private health insurance: checking the audience and requirements, classifying premiums and benefits, comparing plans for the personal situation, planning the further consultation process.
This turns personal advice into a comprehensible solution.
The comparison is explained openly
Brokers should explain how their comparison works: Which plans are considered, by which criteria are they selected, which personal factors are included, how are premiums and benefits classified and what role does the broker take on after closing? No characteristics may be implied that the actual advisory model does not fulfill.
Qualified appointments count more than many inquiries
For brokers, a cheap contact form is usually worth less than a qualified consultation appointment. The form can therefore already capture some information: insurance sought, employment status, age or age group, current insurance status, desired start and preferred contact method. The questions must match the line of insurance. They do not anticipate the consultation, but they enable an initial assessment.
A possible funnel:
- Inquiry submitted
- Audience checked
- Contact reached
- Consultation appointment scheduled
- Appointment held
- Quote created
- Policy closed
In the long term, the campaign should be measured by the lower stages of this funnel.
Your sales capacity limits how far campaigns can be scaled
Personal advice takes time. More inquiries are only valuable if they are handled quickly and professionally. Before every budget increase, check:
- How many inquiries can be handled per week?
- How quickly does the first contact take place?
- How many consultation appointments are available?
- How many quotes can be created?
- Are prospects who could not be reached followed up systematically?
A campaign can generate good inquiries and still become uneconomical if handling is too slow or no appointments are available.
Insurance agencies win through regional proximity and long-term support
Agencies play to their strength in personal, regional and long-term support. They usually represent a particular insurer and its products and differ from an independent broker in this respect. Their key advantages:
- a dedicated contact person,
- personal reachability,
- advice on site or digitally,
- support across several lines of insurance,
- support even after closing,
- regional proximity.
Local keywords take priority
For agencies, search queries with a regional reference are particularly important, for example:
- insurance agency Cologne
- insurance advice Munich
- car insurance advice Hamburg
- insurance near me
- personal insurance advice Frankfurt
These keywords often have less search volume than nationwide product terms. In return, users are specifically looking for a reachable contact person. The ads therefore name the city or region, form of advice, contact person and concrete product.
Example: Car insurance advice in Cologne – personal contact person on site or digitally.
The landing page shows the real regional connection
A local ad should not lead to a general company or product page. The landing page contains:
- location,
- name and photo of the contact person,
- region served,
- address and phone number,
- appointment options,
- insurance products offered,
- advice on site and digitally.
The user should immediately recognize that they are getting in touch with a real agency in their region.
Communication is based on actual strengths
An agency can give excellent advice without comparing the entire market. Its communication therefore rests on what sets it apart: knowledge of the product portfolio, long-term support, reliable availability, coordination of several insurance policies and help with contract and service questions. Statements such as “We compare the entire market” are unsuitable if only one insurer's products are offered.
Customer value includes all of a household's contracts
For agencies, a new household can be worth more than a single contract. A customer won through car, liability or home contents insurance often has further needs later, such as building, legal expenses, accident or disability insurance, or coverage for a partner and family.
The profitability of a campaign is therefore measured by the long-term value of the customer relationship, not by the first contract.
Local service and product campaigns complement each other
A sensible structure consists of two areas:
Local service campaigns
- Insurance agency plus city
- Insurance advice plus city
- Contact person nearby
Local product campaigns
- Car insurance plus city
- Home contents insurance plus city
- Disability insurance advice plus city
- Private health insurance advice plus region
This way you reach users who are generally looking for a contact person as well as people with a specific insurance need.
Your business model determines your conversion goal
Which conversion best reflects success depends on the business model.
| Business model | Possible primary conversion |
|---|---|
| Insurance company with direct sales | Activated contract |
| Insurance company with advisory service | Qualified appointment or contract |
| Insurance broker | Qualified and completed consultation |
| Insurance agency | Qualified call, appointment or contract signing |
| Provider of a simple online product | Direct online purchase |
An insurer with a rate calculator should measure more than clicks on the calculator. A broker should not value every form inquiry equally. An agency should separate calls from existing customers from new consultation inquiries. Which insurance markets have the most demand is shown in our market analysis of Google Ads for insurance.
Your ad message follows your model
Insurance companies emphasize product benefits, rate calculation, direct purchase, digital process and brand trust. Example: Calculate supplementary dental insurance – check benefits and apply directly online.
Insurance brokers emphasize specialization, personal rate selection, explaining complex terms and advice for a specific target group. Example: Disability insurance advice for tradespeople – review coverage, terms and suitable rates together.
Insurance agencies emphasize the regional contact person, personal availability, long-term support and the combination of several insurance policies. Example: Insurance advice in Cologne – a dedicated contact person on site or online.
Your landing page follows your model
Insurance companies: The landing page explains products and benefits, lets visitors calculate premiums or rates, enables a fast digital purchase and builds trust in the brand and the process.
Insurance brokers: The landing page makes the specialization clear, explains the advisory process, discloses the selection criteria, pre-qualifies the target group and allows booking an appointment.
Insurance agencies: The landing page shows the regional contact person, states location and availability, presents the insurance products offered, enables in-person and digital advice and highlights long-term support.
We build a separate campaign for each model
A campaign that works for a direct insurer may be unsuitable for a broker. A direct insurer leads users straight to the rate calculator. A broker often needs an advisory funnel. An agency has to make the local contact person and regional support visible.
The economic metrics differ as well:
- Direct insurers value the online purchase.
- Brokers value qualified advice and contract signing.
- Agencies also take the long-term portfolio value into account.
The best Google Ads strategy is therefore always specific to both the product and the business model. We describe other typical mistakes in our article on mistakes in Google Ads for insurance.
Conclusion: your advertising promise must match your business model
Despite all differences, all three provider groups need the same chain: a specific search intent, a matching ad, a relevant landing page, a sensible advisory or purchase process and an assessment of the actual contract value.
Insurers use their digital processes, brokers win people over with specialization and guidance, agencies with regional proximity and long-term support. Google Ads for insurance succeed when the advertising promise matches the actual service and business model exactly.
